Call for Consensus: Iframe with negative tabindex has no interactive elements, ready for AG

During the call of November 3rd, the ACT Task Force agreed that the Iframe
with negative tabindex has no interactive elements is ready for review by
the Accessibility Guidelines Working Group. You can find the rule here:
