CFC: Accept "Meta element has no refresh delay"

Hi all,

After changes made to clarify the wording of the Expectation and descriptions of examples, the ACT Task Force believes the "Meta element has no refresh delay" rule is ready for approval by AG.

The latest version is available at https://wai-wcag-act-rules.netlify.app/standards-guidelines/act/rules/bc659a/proposed/.

This CFC ends on August 11th at the start of the next Task Force meeting. (There are 2 CFCs that end at the same time.)
