+1 Though I'd mention that the word "requirement" is often still commonly understood as being an absolute necessity/requirement with a sense of compulsion. Saying that a requirement can be advisory reads like a non-sequitur, but I guess that's a corner that is difficult to paint ourselves out of (unless there's scope to expand this to say that the requirement itself is always compulsory, but it may be related to a document or standard which in itself is only advisory - e.g. in the way that to say you're following ARIA Practices you are required to adopt the correct patterns, but sticking to ARIA Practices per se is only advisory).
