48 hour Call for Consensus (CfC): Updated definition of "accessibility requirement" ready for AG WG review

Hi everyone!

This is a 48 hour Call for Consensus (CfC) for sending the update
definition of "accessibility requirement" to the AG WG for their review and
approval to publish in the ACT Rule Format 1.0 errata. This definition was
discussed at the 14 May meeting and approved by attendees.

This CfC is now open for objection, comment, as well as statements of
