Hi everyone!

This is a 48 hour Call for Consensus (CfC) for updating a published ACT Rule. This CFC is to finalize the changes and queue it for sending to the AG WG to review and re-publish. The only change is to the title to be consistent with others, adding "non-empty" for clarification.
