Hi everyone!

This is a 48 hour Call for Consensus (CfC) for updating a published ACT Rule. This CFC is to finalize the changes and queue it for
sending to the AG WG to review and re-publish. The only change is to the title to be consistent with others, adding "non-empty" for
clarification. This is to resolve feedback from the AG WG when the rule originally was approved for publication, documented in
Issue 463: https://github.com/w3c/wcag-act/issues/463

This CfC is now open for objection, comment, as well as statements of support via email. Silence will be interpreted as support,
though messages of support are certainly welcome.
