Here some excerpts: * "Submission - It is assumed that people have interest in contributing test rules with corresponding testcases, and shepherding them through the process [...]" * "Peer review - It is assumed that other implementers have interest in reviewing newly contributed test rules [...] They are expected to be critical, bring counter examples in form of testcases [...]" Do you feel these aspects need to be detailed out more, or do you mean on-going quality maintenance of test rules after they are approved?
