While it is considerably rewritten, many of the concepts should not be new. Other sections, particularly section 2.1 and step 3 in section 3 introduce new approaches based on the feedback from the group discussions that we will further discuss on Thursday. Please feel free to send your thoughts and comments to the list ahead of the teleconference call.
