older WCAG 2.0 working drafts (April 2006 or May 2007). Should we
update them before we continue reviewing them?

4. API test tool technique & WCAG test procedures
An issue raised by Cynthia Shelly (in CC of this mail) during the
last WCAG telecon: some new techniques contain a test procedure that
relies on tools for inspecting accessibility interfaces.
[Question from Carlos Iglesias: Are these techniques only testable
using the referenced tools?]
