I agree that the current system is not very user friendly. Looking back at the minutes from December last year (when we decided on how to reference techniques), it seems to be something we didn't discuss. We can keep the titles of the technique in the techComment element when migrating test cases from BenToWeb to the Task Force. For the future I would like to see something that avoids the duplication of technique/failure URLs of the above solution. For example, we could add a title attribute to the technique element, or we could allow text strings (possibly with a bit of markup) inside the technique element. Example of the first proposal: <technique id="F8" xlink:href="http://www.w3.org/TR/2007/WD-WCAG20-TECHS-20070517/#F8" title="Failure of SC 1.2.1 due to captions omitting some dialogue or important sound effects" /> Example of the second proposal: <technique id="F8" xlink:href="http://www.w3.org/TR/2007/WD-WCAG20-TECHS-20070517/#F8">Failure of <html:acronym>SC</html:acronym> 1.2.1 due to captions omitting some dialogue or important sound effects</technique> (I have escaped the less-than characters because some mail clients interpret the HTML markup as part of the markup of the message instead of content inside the message.)
