Looks like we'll be tweaking header later anyway. I think OK as is for UT (although having "Initiative" on separate line might draw comments).

The biggest issue I see is that sub-pages are wrapping to 2 columns. We don't want that -- even though it will mean un-even length columns.

Hover & Focus or Click to open? I think hover & focus. We can talk about this later. (I suspect click instead of hover will annoy UT participants.)
