Draft Design for BAD Site

Please find an initial visual design for the BAD Site at the link above. Comments and suggestions are welcome.

Text description of image:
Besides the new styles and colors, there are three new concepts introduced by this draft:
 * Below the header there is a thin information bar that contains one line of text with current information about traffic.
 * On the right hand side of the header, there is a weather report with the current date, temperature, and and image of the condition (clouds, sun, etc).
 * The "highlights" section (boxes of images with short descriptions and a "read more" link to the articles) in the main content area is not horizontal across the top but vertical on the left hand side.
