I'm personally leaning towards "describe" -- for example, "describe how 
people navigate page regions using keyboard only". Maybe also make it 
super specific with something like "describe how people navigate page 
regions using keyboard only, and recite functionality of the keyboard 
commands 'tab', 'arrow keys', 'enter', 'space', and 'escape'"? I'm not 
sure how the latter (super specific) approach would turn out for other 
learning outcomes, so I'm not stuck on it. May be worth a try...
