For Review: ACT Rules Format 1.1 First Public Working Draft

Dear WAI Interest Group,

W3C WAI invites you to comment on the First Public Working Draft of:
     Accessibility Conformance Testing (ACT) Rules Format 1.1
https://www.w3.org/TR/act-rules-format-1.1/

Overview:

ACT Rules Format defines a format for writing accessibility test rules. It helps developers of automated testing tools and manual testing methodologies to write, share, and implement test rules. The test rules contribute to consistent testing for accessibility standards compliance.

For an introduction to ACT resources, see the ACT Overview <https://www.w3.org/WAI/standards-guidelines/act/>.

Updates:

ACT rules Format 1.1 now defines two types of accessibility requirements: “conformance requirements” and “secondary requirements”. It also allows subjective applicability statements in some circumstances.

Additional changes are in the Change History <https://www.w3.org/TR/2024/WD-act-rules-format-1.1-20240618/#Change_History>.

In-progress updates to the document are available in the Editors' Draft at:
https://w3c.github.io/wcag-act/act-rules-format.html

For review:

We would like your comments on:

  * New secondary accessibility requirements
  * Allowing subjective applicability statements
  * Rearrangement of some sections of the Test Rules
