WCAG 2.1 Updated

Dear WAI Interest Group,

W3C WAI published an update to:
 Web Content Accessibility Guidelines (WCAG) 2.1
 https://www.w3.org/TR/WCAG21/

The update:
* Adds informative notes to success criteria 4.1.1 Parsing
* Incorporates existing errata that are mostly minor wording corrections
