How about a proclamation format for the first part:

Whereas the Web is an essential resource used for:
     acquiring information
     providing information
     enabling social interaction
     enhancing education
     assisting recreation
     simplifying commerce
     furthering governmental transactions
     demystifying health care materials
     complying with UN's human rights proclamation
     ...and much, much more

Therefore be it resolved that the Web be accessible, providing equal access
and opportunity to People With Disabilities (PWD).
