Details about registries:

First, we've made a few minor edits to the base branch of registries to align it with last meeting's resolution (i.e. confirming a separate track with no PR phase: https://www.w3.org/2021/02/24-w3process-minutes.html#r03) <https://www.w3.org/2021/02/24-w3process-minutes.html#r03)>. We also made a few additional minor tweaks, mostly editorial changes or clarifications we expect not to be controversial.

Everyone is obviously encouraged to double check our work (and to look up the commit history to see how we got there), but as none of that part has been particularly controversial, I'd like to focus the meeting on the part that actually is: should we enable publication of registry tables in a separate technical report or not.

The version above does not include that facility. While it allows the data to be in a separate file, it assumes that the registry tables and the registry definitions are maintained in the same "technical report" (i.e. under the same shortname and dated URL).

We've also created a variant that enables the possibility of separately published technical reports for the registry data and definition:
