wording for AC appeals proposal - related to Re: w3process-ACTION-47: Produce a proposal for addressing wayne's "comment 9"

I added " without substantive change" to the suggested text.  That's 
what I meant by "Director approves"

Current:    "When Advisory Committee review immediately precedes a 
decision, Advisory Committee representatives MAY only appeal when there 
is dissent <http://www.w3.org/2014/Process-20140801/#def-Dissent>. "
Proposed: "When Advisory Committee review immediately precedes a 
decision and the Director approves the proposal without substantive 
change, Advisory Committee representatives MAY only appeal when there is 
dissent <http://www.w3.org/2014/Process-20140801/#def-Dissent>. "


Wording for the other fix - adding "Relicensing Unfinished 
Specifications <http://www.w3.org/2014/10/relicense.html>" to 
http://www.w3.org/2014/Process-20140801/#ACAppeal
AC and Director have approved that policy for relicensing.  It includes 
appeal after AC review, so should be added to the list in the Process 
where that happens.  (This is the first Process change after approval of 
that policy).
