Hi, I think this should be addressed in discussion with the AC. It is (and always has been) possible to move a document along while there is an open exclusion period. In principle it is possible now to go from CR to Rec in 56 days. Although that kind of agility is only theoretical in my experience, it is also only remotely likely to occur for edited Recommendations with trivial changes. There are strong motivations, and guidance in the process and in current practice, for being very cautious when considering publishing something without knowing if an exclusion will be made. I believe they are strong enough for the real world.
