They don't. The first is meeting the requirement for advancement, the second is documenting the follow-up of a previous expectation that was set.

SZ: None of the readers during the 13 January meeting found that interpretation. You can ask that the topic be reopened, but see the comments below.

The latter point refers to testing, although if the group does not identify any testing requirements when moving into CR, they won't have to document how those requirements were met.

SZ: We had agreed to not use "testing" but to use "demonstration of (interoperable) implementations" (from 7.2.4). It you replace "testing" with the above, then there is little difference between the two points. Note that the first bullet refers to section 7.2.4 already.
