New chapter 7 draft

Hi folks, there is a new chapter 7 draft dated 18 February -

The changes since the last draft are fairly minor, covering some  
simplification of the discussion of Notes, as per the thread following  
http://lists.w3.org/Archives/Public/public-w3process/2014Feb/0051.html and  
a couple of further clarifications as per the thread following  
http://lists.w3.org/Archives/Public/public-w3process/2014Feb/0008.html  
(which I had forgotten, since they had been half-addressed already)

Obviously, review is better in the later draft, but for most purposes  
review of the 14 February draft will be unaffected.
