Rude people like me may be inclined to question things they know about, but there is a lot more work for me to question something that I don't really have a direct interest in. Either we'll get a situation where the social pressure is to let sleeping dogs lie, or where someone always requests the review.

How about 2 years for a charter and the Director can extend up to 6
months as long as the total duration under the charter is no more than 3
years? (If you prefer 3 years to 2.5 - but just so someone looks after
2 years and we can appeal director extensions like now.)

Having been through a zillion recharters in different groups, I don't think it's actually that difficult to do, but it is also easy in the current environment to put it on the back-burner for a few years and I don't think that is healthy.

The membership should have the opportunity to review whether a group should continue or change its scope or deliverables (or to terminate). Members can appeal the Director's decision to extend and have an AC vote on it, but it would be better to limit the total extension.
