The last paragraph of section 7.1 begins with, "Working Groups and Interest Groups may publish "Editor's drafts"." To reserve the term "publish" for drafts done by action of the Working Group or a parent entity such as the W3C, it is suggested that term "publish" in the above sentence be changed to "make available". An alternative would be, "make available public".

This Issue was raised based on a conversation with Larry Masinter on his comments on the Last Call Working Draft.
