I'm afraid that trying to transition all six documents at the same
time is not going to be workable (we haven't been tying all of these
documents together to this point and don't think we should start now).
I'd be a -1 to creating an artificial dependency limitation where none
exists at this point in time. If we try to transition all documents at
the same time to CR, we might be waiting around for weeks to months
for at least vc-data-model, vc-status-list, and vc-jose-cose (see the
issue trackers for each spec to understand why).

We should transition documents to CR as they become ready. This
demonstrates that not only is the WG making progress towards its
goals, but it also lets us shift focus to "the next set of documents
that need to go to CR".
