RE: [EXT] FWPD for VC JSON Schema

I think this looks good, except the earliest possible target publication date would be May 23, 2023, since it would be targeted for publication after the resolution is presented to the VCWG.

A First Public Working Draft document for vc-json-schema has been prepared for publication today, May 16 2023.

W3C Staff, this document has been pubrules and link checked. All remaining link check errors are expected and will resolve once the FPWD is published.

This is a request to the VCWG Chairs to put the following proposal forward on the upcoming call:

PROPOSAL: Publish the VC JSON Schema 2023 specification (https://w3c.github.io/vc-status-list-2021/FPWD/2023-04-27/) as a First Public Working Draft with a short name of `vc-json-schema` with a target publication date of May 16th 2023.
