FWPD for VC JSON Schema

Hi all,

A First Public Working Draft document for vc-json-schema has been prepared
for publication today, May 16 2023.

https://w3c.github.io/vc-status-list-2021/FPWD/2023-04-27/

W3C Staff, this document has been pubrules and link checked. All remaining
link check errors are expected and will resolve once the FPWD is published.

This is a request to the VCWG Chairs to put the following proposal forward
on the upcoming call:

PROPOSAL: Publish the VC JSON Schema 2023 specification (
https://w3c.github.io/vc-status-list-2021/FPWD/2023-04-27/) as a First
Public Working Draft with a short name of `vc-json-schema` with a target
publication date of May 16th 2023.
