My understanding is that currently, there is neither an AD sponsored draft
nor a mini working group.
One or the other must happen in order for the W3C Documents to refer to
multibase.

Are there plans to resolve this at IETF 117 ?
Keep in mind that per the W3C Process and our charter:

We should not assume that the work at IETF will progress,
and we should not take informative or normative dependencies or references
on work that will prevent us from delivering our documents on time.
How are we ensuring that the work at IETF will be stable enough for the W3C
to continue to reference.
