As discussed during yesterday’s TTWG call, I am issuing this Call for Consensus based on the proposal:

PROPOSAL: Request transition of IMSC 1.3 to Recommendation

The document to use as the basis for this CfC is the current published one on /TR, at https://www.w3.org/TR/ttml-imsc1.3/ which also points to the Implementation Report, which I encourage you to check.
