For information: I've just received news that SMPTE 2110-43 has been published, full title: SMPTE ST 2110-43:2021 - SMPTE Standard - Professional Media Over Managed IP Networks: Timed Text Markup Language for Captions and Subtitles It defines a SMPTE layer on top of IETF RFC8759, which allows for the carriage of TTML over RTP. The SMPTE document constrains the TTML to be either of the IMSC 1.2 profiles. Those with SMPTE access should be able to access it at https://ieeexplore.ieee.org/document/9521125 The IETF RFC is available at https://datatracker.ietf.org/doc/html/rfc8759 Kudos to my colleagues John Fletcher and James Sandford of BBC Research and Development for their work on the two documents. For broadcasters and content providers working within a SMPTE 2110 infrastructure, this work allows the carriage of subtitles and captions as a media type in its own right; an alternative pre-existing mechanism allowed some types of subtitle and caption to be embedded as a form of "ancillary data".
