Reducing meeting cadence was: {Draft Agenda} TTWG Meeting 2020-12-03

Hi Nigel, Gary et al.,

I suggest adding the following topic to the agenda:

"""Should the frequency of TTWG telecons be reduced in absence of
major upcoming deliverables?"""

Maintenance items, e.g. fixing IMSC tests, can be done offline through github.

I would think a monthly cadence should be sufficient to tackle the
occasional controversial/complex topic and/or as a forcing function.
