Closure of Call for Consensus to request transition of TTML2 Edition to Proposed Recommendation

All,

Following my CfC issued at https://lists.w3.org/Archives/Public/public-tt/2018Sep/0072.html I have received no objections and therefore I declare we have consensus to request transition of TTML2 to Proposed Recommendation when the stated preconditions have been met:

1. The Implementation Report is complete and demonstrates that we have met the CR Exit Criteria.
2. The pubrules checker and link checker are (or can be, on publication) satisfied.

There are no issues open on the ttml2 repo relating to Proposed Recommendation. There is one pull request open for the creation of the PR publishing package.

RESOLUTION: When the preconditions listed above have been met, request transition of TTML2 to Proposed Recommendation

I understand the only remaining precondition that has not yet been met is finalisation of the Implementation Report, which we can confirm during tomorrow's call.
