TTWG Specification Requirements for 2019

All,

As discussed during last week's call, we now have two new repositories, one for managing WG general actions and issues, such as planning meetings etc. and another for managing future specification requirements.

I have created 2 milestones for the Requirements:
Initial 2019 Requirements<https://github.com/w3c/tt-reqs/milestone/1> ends on 20th December 2018 , and is for logging initial requirement requests and adding any available detail.
Finalised 2019 Requirements<https://github.com/w3c/tt-reqs/milestone/2> ends on 1st February 2019, at which point we will know, modulo any small adjustments, the specification requirements we intend to deliver in 2019.

Additionally, I have created a project tracker board at https://github.com/w3c/tt-reqs/projects/1 for tracking the status of discussion of the requirements, from Initial proposal onward.

Action required

Please create an issue<https://github.com/w3c/tt-reqs/issues/new/choose> for any requirements that you foresee needing in 2019 in the requirements repository, by 20th December at the latest.

If you think the requirement will impact our Charter revision please note it and ad the requires-charter-revision<https://github.com/w3c/tt-reqs/issues?q=is%3Aissue+is%3Aopen+label%3Arequires-charter-revision> label.

Creating additional documentation

If you wish to add further detail to the requirements, please open a pull request against the master branch including an HTML or Markdown document that documents that detail. The repository is being served with GitHub Pages, so for example https://w3c.github.io/tt-reqs/ points to the readme, and https://w3c.github.io/tt-reqs/ttml2-2e-reqs/index.html points to Glenn's documentation of TTML2 2nd Edition Requirements.
