The decision review period following our resolutions minuted at [1] has now closed and I have received no objections to requesting publication.

Therefore I declare we have consensus to request transition to Recommendation of:

TTML1 3rd Edition
TTML2
IMSC 1.1

We made 1 editorial change to IMSC to add one more contributing author (me, as it happens).

Thierry or Philippe, please could you prepare the transition requests? I believe from our timeline that the transition request should be issued on Monday at the latest, and I will be able to review a draft transition request on Monday.
