We will hopefully be done with TTML1 when 3ED publishes, and with IMSC 1.0.1 shortly since it is about to enter PR. The proposal below is merely intended to simplify the task at [1], which ports quality-of-life improvements made to IMSC 1.0.1 during its CR period to IMSC 1.1.
