IMSC 1.0.1 implementation report - Gstreamer implementation added

On behalf of BBC I have added the modifications to the gstreamer implementation to the IMSC 1.0.1 implementation report [1].

A sample screenshot from the implementation is attached. We have submitted a patch to get the fillLineGap feature implemented in the public codebase.

The implementation also satisfies the activeArea test by outputting the parsed values to the terminal; I'm awaiting a screenshot to demonstrate that.
