Agenda items re: blocking TTML1 and IMSC issues

Hi all,

The following issues and PRs are blocking IMSC and/or TTML1.

I recommend that they be added to the agenda of our telecon tomorrow,
with the objective of closing them.

of begin attribute)

- https://github.com/w3c/imsc/pull/283 (Clarify that tts:fillLineGap
does not hide characters)
