There is indeed, as long. At the top right you have the list of emails that
get cc-ed. You just need to add www-international@w3.org to it. I just
tried it on bug 28267. Some of the bugs are already closed.

is there a way to add www-international@w3.org to the cc list on the
bugzilla bugs you raised, so that we can track developments on our usual
list? (it wasn't obvious to me)
