New system for auto-publishing working drafts (not FPWDs, CRs, PRs or RECs) to /TR.
Proposal: permit but not require all TTWG Editors to use this new tool to publish automatically on any day of the week, following a group decision to publish, with the existing manual publishing process on Tuesdays and Thursdays still available as an alternative.
