But in fact, it is not: I see it is mention here by SMPTE: https://www.smpte.org/sites/default/files/RP2052-10-2013.pdf So youa re right, we have no control on this SMPTE resource, and it seems SMPTE does dereference their namespace URI. I will inform the webmaster about this issue.
