As the official W3C specs are now maintained in one working group it seems obvious that this guidance should come from this group. I would propose to start with simple examples and look at the mapping strategies. I am sure that strategies we find for the basic use cases can be a guideline for the more complex one. I will try to provide mapping proposals for a very restricted subset of TTML (EBU-TT-D-Basic-DE) to WebVTT until September. This subset allows only two regions, eight colours etc. I try to come to Geneva (but can not confirm it now). It would definitely be good to have some WebVTT experts present in person.
