ISSUE-196 (UTF-8 Encoding Constraint): Constraining encoding to UTF-8 [Simple Delivery Profile for Closed Captions]

On product: Simple Delivery Profile for Closed Captions

This approach has been taken by other XML-based standards, including CFF-TT.
