RE: [w3c/dnt] Add more meta data in the Tracking Status Resource (#22)

If the UA implementer overrides the server side it needs to report that. The user might have been informed they had specific consent, so this is a serious bug.

We cannot reject with a DOMException because this could be taken that the storeSiteSpecificTrackingException had failed, and not been executed.

The best way is to resolve to an object (i.e. instead of a void) which includes a Boolean indicating site-wide or not. I can write this up if everyone agrees.
