Without such plan by the end of the month, I'm afraid that the only alternative will be to close the Group after December. The plan would need to outline a rough date for updating the current CR document (assuming we do need substantive changes to it), implementation experience rough plan to move out of CR, and a rough date for moving the document to Proposed Recommendation.
