Last Call Working Draft of the Tracking Compliance and Scope specification was published on 14 July 2015.

Comments are invited until 7 October 2015. I've updated the Working Group home page with that information.

As with TPE, comments are accepted and publicly archived using the public-tracking-comments mailing list. That's typically pretty straightforward, but people occasionally have issues with the archive approval process for our mailing lists, so feel free to forward people to me directly if they're having any issues.
