Progression of TPE to CR, TCS to LC

Working Group members,

Thank you for the editorial comments on the TPE and TCS Editors' Drafts; the editors have incorporated those (minor) comments into the final versions for the next stages of W3C standardization.  We received no objections from group members to progressing the documents in response to Carl's message of May 29th, so we are announcing that we are moving the TCS specification to Last Call status.  Publication will take place on either Tuesday or Thursday of this week.  At the request of some group members, we are providing a relatively lengthy comment period until October 7, 2015 for Last Call comments.  The published Last Call Working Draft will include a link for comments (Nick or I will send when it's available).  As with the Last Call process for TPE, comments will be publicly available and hosted on the W3C site.  At the end of the Last Call period, the chairs and editors will process the comments and make a determination of which need to be resolved by the group in order to proceed to Candidate Recommendation.

We also have requested to transition the TPE specification to Candidate Recommendation.  First, we need to finalize the issuance of formal responses to each Last Call commenter; that should be completed shortly.  After that, we will schedule a transition call with the director, and he will make a determination on whether to proceed to CR (this will also involve making a final determination of the formal objection to the decision not to require a tri-part state for setting a DNT preference).
