Fwd: CVS WWW/2011/tracking-protection/drafts

This edit removes audience measurement permitted use placeholder (per CfO announcement on November 12th) and otherwise is just editorial cleanup.

This is the last change I'll make to the Editor's Draft for a bit so that I can prepare a Working Draft snapshot. (see separate thread)
