Update needed to section 6.9 of TPE

In Section 6.9 we forgot to update the reference from navigator.doNotTrack to window.doNotTrack. window.doNotTrack is defined in section 4.3. We moved this onto the window object so that it would reflect the state that might vary by document-origin. I think we need to simply update the 6.9 reference to window.
