I have been through a very old discussion thread on Identity Providers (ISSUE-99) and listed two text proposals from Ian Fette and Rob van Eijk on the WG wiki page. https://www.w3.org/wiki/Privacy/TPWG/Change_Proposals_on_link_shorteners_and_ID_providers They are open for Review. In the discussion thread there was an overall agreement that identity providers could usually ask for out of band consent from the user to follow and share his activity. Ninja
