removing notes / highlighting issues Fwd: CVS WWW/2011/tracking-protection/drafts

This editing pass on the Compliance doc cleaned up a lot of markup, comments and formatting, with a few substantive changes. 

We've removed several instances where editors' notes didn't provide additional context, added issue boxes in areas to note the relevant open issue and clarified options in a couple of places. (Perhaps in providing more clarity on issue status, we'll be more comfortable publishing this to the world.)
