Re: FTC Chairwoman Edith Ramirez's speech

Curious timing on this speech coming during the discussion of UAs and UA requirements.  I'd point to page 4:

"If a platform does not let you make a clear and conspicuous disclosure when one is required, then the platform should not be used.  Period."

My sense from that statement would be a UA should not implement DNT if it required a second UA to access another location for disclosure and choice.
